The City Council will have a full plate of issues to address at the regularly scheduled meeting on Monday, including kicking off a residential development long-planned for Peck and Foothill roads and a concept review for a proposed South 10th Street restaurant.

Ventura St. and start with a 6 p.m. closed session - public comment is allowed before the Council adjourns behind closed doors - to discuss property negotiations, worker’s compensation claims and unidentified initiation of litigation.The Council will convene for open session at 6:30 p.m. with the balance of the meeting telecast live on Time Warner Cable Channel 10 and rebroadcast throughout the remainder of the week.A proclamation will be presented to Public Works Director/City Engineer Cliff Finley to recognize Public Works Week and Cabrillo Economic Development Corporation will offer a presentation of the Santa Paula Neighborworks Week project.New city employees Fred Rizzo, Frank Garcia and Gabriel Valenzuela will be introduced to the Council.A Consent Calendar item - those issues not normally expected to be subject of discussion - targets funding for an Environmental Impact Report and Specific Plan for a proposed 74-lot residential subdivision on property approved by voters several years ago.
The cost for such studies and reports are reimbursed to the city.Public hearings include the continuations of the item regarding condemnation of property for the new wastewater treatment plant and to adopt a resolution to establish a water resources in lieu fee.Florence Elwell, the owner of Tia Babe’s Restaurant on East Harvard Boulevard, has been seeking approval for a new restaurant on parcels she owns on South 10th Street, and the Council will hear a concept review for it.Revising the city’s design guidelines and obtaining consulting services for design review or development applications will also be considered by the Council.After a discussion on updating the city’s General Plan and Housing Element the Council who will also consider awarding a construction contract for the second phase of the city’s water main replacement project.The Council will also consider an increase of annual funding for the Heritage Valley Tourism Bureau from $15,000 to $25,000.
