The City Council will have much about Cabrillo Economic Development Corporation on their plate Monday when they consider two items related to the affordable housing developer now suing the city.

By Peggy KellySanta Paula TimesThe City Council will have much about Cabrillo Economic Development Corporation on their plate Monday when they consider two items related to the affordable housing developer now suing the city.The Council meeting will begin at 6 p.m. when the Council goes into closed session to discuss initiation of litigation against an unnamed party as well as the existing litigation with CEDC, a lawsuit filed by the developer targeting the Council’s August 6 rejection of the Plaza Amistad development. The Council is scheduled to come back into open session at 6:30 p.m. and the meeting will be televised live on Time Warner Cable Channel 10 and rebroadcast according to playback schedule.The Chamber of Commerce will provide a presentation on the proceeds of its “Moonlight at the Ranch,” which raised $50,000 for the Santa Paula Police and Fire Departments, before proclamations are presented to Jess Victoria and former City Clerk Vic Salas. Community Services Director Brian Yanez will also offer a tour of the video production facilities.The Council will then select a new Mayor and Vice Mayor to respectively replace Ray Luna and John Procter. The selection procedures will be reviewed before the Council votes on its new leadership.
Topping the order of business will be a review offered by Assistant to the City Manager Elisabeth Amador of the affordable housing agreement - namely a $400,000 grant - awarded to CEDC for Plaza Amistad and what options the Council has when it comes to the funding.The entitlements for an apartment complex nearing completion located at 234 W. Harvard Blvd. will also be reviewed. The Council asked Planning Director Janna Minsk for the review of the property, which was initially approved to provide market rate housing and was later acquired by CEDC, which will offer the apartments to low-income households.In other business, it is being recommended that the Council deny the request for a conceptual review of a 24-unit condominium project on a 1-plus-acre parcel located on West Telegraph Road and proposed by Zahid Shah. It is recommended by Minsk and City Manager Wally Bobkiewicz that staff reschedules the project for consideration by the Planning Commission, which was set to review the development when Shad withdrew the application and requested the Council conceptual review.The Council will also consider a request by the Fillmore City Council to create a Greenbelt Ad Hoc Committee on the Santa Paula-Fillmore Greenbelt.Hiring a consultant to evaluate the requests for proposal and then negotiate a contract for the new wastewater treatment plant, as well as adding a temporary management analyst position to city staff for same, will also be considered by the Council.
