By Peggy KellySanta Paula TimesOnly one item will be addressed by the Planning Commission at the December 11 meeting after an appeal on whether or not the owner of an area mobilehome park requires a Conditional Use Permit to convert Rancho Santa Paula to single lots for purchase has been pulled from the agenda. The Commission will meet Tuesday at 6:30 p.m. at City Hall Council Chambers, 970 E. Ventura St.Unlike Council meetings the Planning Commission session will not be televised on Time Warner Cable Channel 10.Planning Director Janna Minsk had rejected the so-called condominium conversion by Rancho Santa Paula owners citing the lack of a CUP that is required by city code.
According to Assistant City Attorney John Cotti the city “has been adamant” that the owner of Rancho Santa Paula apply for a Conditional Use Permit on the conversion “as required by our code.”Although “they maintained that a CUP cannot be required they’ve decided now that they will” make the CUP application that Cotti said, “will go through a public process.”The only item now on the Planning Commission agenda is a request for a zone change to allow the construction of the Santa Paula Airpark, a development that will create 37-units of aircraft hangar condominiums east of Santa Paula Airport. The development will benefit the Aviation Museum of Santa Paula...although initial plans had included the creation of an on-site museum, the floods of January 2005 destroyed a portion of the property. The five-member Planning Commission will also select a new Chair and Vice Chair - who serve one-year terms - at Tuesday’s meeting.
