Redistricting could see a stronger political bond forged between Ventura and Los Angeles counties and tip the scales of representation while bringing new district neighbors to Santa Paula.

By Peggy KellySanta Paula TimesRedistricting could see a stronger political bond forged between Ventura and Los Angeles counties and tip the scales of representation while bringing new district neighbors to Santa Paula.There are three different plans that show wide-ranging changes in boundaries for the State Senate district, with that legislative body itself leaning towards putting Oxnard and Port Hueneme in a district with Malibu and Santa Monica in Los Angeles County; Simi Valley, Thousand Oaks, Moorpark and Camarillo would be aligned with the Santa Clarita Valley including the city of Valencia; Santa Paula, Fillmore, Ventura and Ojai would be the only cities remaining in the district tied to Santa Barbara and San Luis Obispo counties.Under proposed redistricting plans - the process will take up to a year - Ventura County could see itself with three congressional districts, there are now two, three State Senate districts and up to a whopping four Assembly districts reaching into neighboring counties.Assemblywoman Hannah Beth Jackson said during her Santa Paula Sidewalk Office Hours that she was taking a “waiting and see” attitude toward running for the State Senate seat of Jack O’Connell, who will run for State Superintendent of Schools. The district includes much of Ventura County and almost all of Santa Barbara and San Luis Obispo counties.The Ventura County Redistricting Task Force would place Oxnard and Fillmore in the 18th Senate District now served by O’Connell, retaining Santa Paula, Ventura and Ojai. The 19th District would join the east county cities of Simi Valley and Thousand Oaks with much of the Santa Clarita Valley.
The third plan was carved out by the Mexican American Legal Defense & Education Fund: the MALDEF plan would keep Oxnard - Ventura County’s largest city - in the 19th District and everything north of the Santa Clara River in the 18th District.As it is now, Jackson’s Assembly district is split about 40 percent Ventura County and 60 percent Santa Barbara County.According to the 2000 Census, Los Angeles County is about 600,000 people short of full representation which will require more district sharing for political representation. Ventura County’s rate of growth over the decade - 12.6 percent - was below the state average of 13.8 percent.There are 40 Senate Districts in the state and each must have a population of about 848,000.The Ventura County Board of Supervisors has also been studying redistricting on the county level.
