City Councilmen Ray Luna and John Procter chatted with the Good Morning Santa Paula! crowd at the November meeting, held a week after the two were reelected to their second terms of office.

by Peggy KellySanta Paula TimesCity Councilmen Ray Luna and John Procter chatted with the Good Morning Santa Paula! crowd at the November meeting, held a week after the two were reelected to their second terms of office.The Chamber of Commerce sponsored event was hosted by United Water Conservation District and held at Logsdon’s at the Santa Paula Airport.Four years ago, "John and I made a pack that we would not get mad at each other while we were on the council," noted Luna. "And Vice Mayor Mary Ann Krause and I were drinking coffee together long before either of us got elected; Councilman Rick Cook and I went to school together and we both have public safety backgrounds. The council gets along together well, as it should be."Luna, a retired Ventura firefighter, noted that when the measure to allow Adams Canyon to be developed failed, the city lost what would have been a "shot in the arm for us…Adams Canyon could have been scaled down. Now we have the same thing going on with Fagan Canyon," and concerns of traffic impacts."A debris basin in Fagan Canyon is a real big issue," noted Luna. "A park could go up there and when it is not raining the basin could used as a park."Graffiti eradication has been another important issue to Luna."Graffiti affects businesses and the quality of life in Santa Paula. It leaves a perception that someone else is in charge, but the previous city manager said it was not a priority to get rid of it."The city’s aggressive graffiti cleanup campaign has been successful which helps lure businesses.
"If we are asking them to come and invest in our community we must have a clean environment."Luna said that his reelection did not come as a surprise: "I think anyone could have gotten reelected to this council but still, I feel it was a seal of approval for me," and his pet projects such as electronic flashing crosswalks. "But, I’m real concerned about our police and fire departments," in the wake of the failure of the public safety funding tax Measure J."…early on I was against it, voiced my opinion that I did not think we should have tied the fire and police departments together," but brought to voters separate funding measures at different times for each department."I’m sorry it didn’t pass, but what dollar amount can you put on people’s lives? People will die if we do not open Fire Station 2."Procter said he told people after his reelection that "my sentence has been extended for four years, no parole and no time off for good behavior."Pluses are working with the other councilmembers as well as with City Manager Wally Bobkiewicz, "who has done a wonderful job," including ensuring council working relationships. "Wally knows we have five different personalities and he works great with all of us."When it comes to the proposed development of Limoneira Co. owned East Area 1, "one of my dreams is amphitheater," noted Procter.
