City Councilman wants banner guidelines reconsidered

Among the reasons Luna stated at the May 16 council meeting for not pursuing the Planning Commission’s recent approval of the parlor was that the Chamber of Commerce and the business community did not actively oppose it.But he did ask that staff review policy and bring back to the council guidelines for displaying banners strung across East Main Street in the central business district for possible change.The banner has become a popular way for nonprofit organizations to advertise upcoming events. Banners can be expensive, not including the city’s fee for banner placement and removal.
Originally the banners were used only for fundraising events, but Luna said that the Ventura College East Campus has displayed a banner urging enrollment. “Events by nonprofits are fine for the banner, but somewhere along the line it seemed to change,” said Luna. “My concern is what nonprofits are we going to allow and what nonprofits are we not going to allow to display a banner?”The Ventura College banner is printed in English on one side and in Spanish on the other, and although it can be considered public service, “I think the banner should only be used for fundraising type events by nonprofits.”Banners are relatively new in the city, but have been embraced enthusiastically by a variety of service clubs and organizations. Whether advertising the Kiwanis Citrus Festival or the Optimist Club Christmas Parade or other nonprofit events, ranging from De Colores to the annual Santa Clara Valley Hospice Home & Garden Tour, Luna believes such uses are suitable for banner display. “I’m asking for the policy to come back to the city council, and either it must be corrected or amended” to further define banner display.
