Police and SPPD SWAT led a multi-agency law enforcement task force that included a Ventura County Sheriff's helicopter for a warrant served on a Sheppard Road residence Thursday morning.

After a short standoff, officers took Jesse Ruiz into custody as part of the investigation into the March 29 murder of Norma Elizalde. The 39-year-old woman was in her carport at about 1 p.m. when she was struck by a stray bullet from gunfire that erupted between four men in the 1200 block of High Street. Rival gang members Mark Martinez, 31, and Valente Tobias, 21, were arrested this week and charged with Elizalde's murder.
