Former City Clerk attains prestigious CMC designation

Former City Clerk Josie Guzman-Herrera of Santa Paula has joined a select group of professionals by earning the prestigious Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks.

Guzman-Herrera declined to run for reelection for the City of Santa Paula, but she remains the deputy clerk for the City Ventura.According to Marilyn Sanzo of the International Institute of Municipal Clerks, the CMC designation program is “designed to enhance the job performance of the clerk in small and large municipalities,” and to earn the designation a municipal clerk “must attend extensive education programs.”In addition, the designation also “requires pertinent experience in a municipality,” and prepares participants to meet the “challenges of the complex role of the municipal clerks by providing them with quality education in partnership with 47 institutions of higher learning.” Sanzo noted that the program has “been in existence since 1970, and has helped thousands of clerks in various municipalities.”Guzman-Herrera, who received a certificate as well as a pin from the International Institute of Municipal Clerks, started her municipal career with the City of Santa Paula and quickly rose through the ranks, ultimately becoming administrative assistant to City Manager Wally Bobkiewicz. After serving as assistant city clerk, Guzman-Herrera was elected Santa Paula City Clerk in 2004.At the December 1 Council meeting, Mayor Bob Gonzales noted that Guzman-Herrera - who was presented with a plaque and City Tile for her years of service - brought “a new level of professionalism” to the post that, coupled with her “keen focus on helping Santa Paula residents,” would be her “legacy for many years to come.” Overall, he added, her excellent and constructive contributions have benefited the city.
During her remarks, Herrera showed her gentle humor: “Remember,” she told the newly installed Council members about meeting guidelines, “if you want to go past 10:30 p.m. you have to take a vote!” She also thanked Santa Paula for “believing in me and welcoming me into your community... it’s been an honor and a privilege” providing service to the community.“First and foremost, Josie truly did bring a new level of professionalism to the office,” said City Manager Wally Bobkiewicz. And, he noted, “She was always focused on helping Santa Paula residents... that will be her legacy, her help” on requests ranging from elections to general city information.Guzman-Herrera was also at the forefront of keeping up with the latest technology. “Now Santa Paula’s City Clerk’s office is on the same level with everyone” when it comes to technology, all due, said Bobkiewicz, to “Josie’s efforts.”Founded in 1947, IIMC is a professional association with more than 10,000 members in the US, Canada and 15 other countries. IIMC’s primary goal is to actively promote the continuing education and professional development of municipal clerks through extensive education programs, certification, recertification, publications, networking, annual conferences and research.IIMC also engages in municipal research administration, enhances critical professional skill development and fosters a spirit of mutual assistance and good fellowship among municipal clerks around the globe. A 26-member Board of Directors governs IIMC.
