Council agrees to extend exclusive negotiation for City Hall property

The City Council/Redevelopment Agency Directors agreed to extend an exclusive negotiation with a developer interested in turning the current City Hall complex into mixed-use retail and residential in exchange for a reimbursement not to exceed $100,000.

By Peggy KellySanta Paula TimesThe City Council/Redevelopment Agency Directors agreed to extend an exclusive negotiation with a developer interested in turning the current City Hall complex into mixed-use retail and residential in exchange for a reimbursement not to exceed $100,000.The council made the decision at the July 12 meeting.New Group, LLC managing member Bill Crigger presented the plan for the area that would take up almost the entire block from Ventura Street to Harvard Boulevard and from 10th Street to Mill Street.New Group became aware of Santa Paula about three years ago: “What was striking to us was that a town,” of the city’s size had only major grocery store, said Crigger. “We spent some time in town and got a feel of what was going on,” and also met with Kay Wilson-Bolton, owner of Century 21 Buena Vista.The supermarket workers’ strike delayed major grocers from showing an interest but subsequently New Group prepared a “very sophisticated study” that showed grocery operators that the “community would definitely support another major store.”Serious discussions are continuing with three markets, noted Crigger, and “we’re making a significant amount of progress; we’re encouraged by the results.”The project will not only “fill a market niche” but also will “anchor and inspire additional,” redevelopment.
The development would have two-story townhouse apartments overlooking Veterans Memorial Park, a 35,000 square foot market and smaller retail space facing 10th Street. Open plazas will be adjacent to shops and restaurants.After some discussion it was decided to name the new complex Glen City Plaza to reflect the city’s history and the design will also tie in with Main Street. Mid-block pedestrian connections would provide access to the downtown.Economic revitalization has been a long time coming said Wilson-Bolton who detailed past efforts to enhance Santa Paula business.“Leadership, opportunity and vision arrived in Santa Paula at the same time,” and should be pursued, Wilson-Bolton – a former Mayor of Santa Paula - noted.The Chamber of Commerce is also behind a new project said Marsha Rae and John Chamberlain who urged the council to grant the negotiation extension.After a brief closed session the council agreed to the extension including the property reimbursement agreement.
