Council meeting delayed by Labor Day holiday

Two controversial issues - the hiring of local labor for the city’s new water recycling facility and the generation of tax revenue by subsidized housing units - will dominate the agenda at Tuesday’s City Council meeting.

By Peggy KellySanta Paula TimesTwo controversial issues - the hiring of local labor for the city’s new water recycling facility and the generation of tax revenue by subsidized housing units - will dominate the agenda at Tuesday’s City Council meeting.The September 2 meeting, delayed due to Monday’s Labor Day holiday, will begin at 5:30 p.m. in the Council Conference Room to interview Ramon Castillo, who is seeking a vacant seat on the Santa Paula Housing Authority. At 6 p.m. the Council goes into closed session to discuss “anticipated litigation” stemming from a claim filed by Cabrillo Economic Development Corporation in February.The Council will start open session at 6:30 p.m. The meeting will be televised live on Time Warner Cable Channel 10 and rerun according to schedule.
Presentations will include the introduction of Winston Barham, the new superintendent of the Santa Paula Elementary School District; the introduction of new employees and interns; and an update by Fire Chief Rick Araiza regarding the Emergency Preparedness Event that will be held in conjunction with Cruise Nite on September 5.Although the meeting agenda is scant on items of business, it is anticipated that hundreds of union laborers will again be on hand to hear the report on the contract requirements and the use of local labor for the city’s new water recycling plant. Also on the agenda and expected to draw numerous public speakers is a report on subsidized housing units generating Payment In Lieu Of Taxes (PILOT) as well as those not providing a payment to offset the city’s loss of property tax revenue.The Council will also make appointments to the Commission on Aging, Mobile Home Rent Review Commission and the Recreation Commission.City Hall is located at 970 E. Ventura Street.
