SPARC report, budget update, transportation plan on Council agenda

Working together to solve barking problems at SPARC, the mid-year budget update and plans for public transit will be among the issues addressed at Monday’s City Council meeting.

The meeting will start at 5:45 p.m. with a Closed Session for an update on labor negotiations. The council will reconvene to open session at 6:30 p.m. in City Hall Council Chambers. The meeting will be broadcast live on Time Warner Cable Channel 10 and replayed according to schedule; the city will also live stream the session online and archive the meeting for viewing on demand.

There will be one presentation: Darren Kettle of the Ventura County Transportation Commission will address the comprehensive plan for public transport throughout the Santa Clara River Valley. Later in the meeting the council will be updated on state laws as they relate to provision and funding of transportation services.

Interim Police Chief Ishmael will update the council on SPARC; the county’s first no-kill animal shelter opened at the corner of 7th and Santa Barbara streets in June 2012. At the last meeting Cordero reported on complaints received about the facility, centered for the most part on barking dogs. Cordero’s report notes the cost-savings to the city of using the nonprofit SPARC, the number of animals saved, and the efforts of the organization to control the barking. 

Cordero recommends that the council allow SPARC to continue to keep dogs at the facility for an additional six months while improvements are implemented. SPARC is also looking for a separate facility for the dogs, a standing goal of the organization. The report also includes an update on the number of animals handled by SPARC, the source of same and the number of animal adoptions and reclamations.

Finance Director Sandy Easley will present a brighter economic present and future, but one that still requires prudence - and has a few bumps - when she outlines the mid-year budget update for the council.
