By Peggy KellySanta Paula TimesCity streets will be the focus of multi-prong rehabilitation programs after council discussion on what criteria is used by staff to determine street selection.The council approved the programs at the Sept. 17 meeting.?Just for my education and perhaps others in the community,? the selection criteria should be explained, said Councilwoman Laura Flores Espinosa.Public Works Director/City Engineer said condition is the determining factor for both rehabilitation programs, with federal funds limited for use on arterial streets. The total cost of that program is $825,000, all funded by outside sources.The streets - sections of Peck Road, Palm Avenue, Steckel Drive and Santa Paula, 12th, Santa Barbara and 8th streets - will receive a 2 inch layer of rubberized asphalt.
