City Council to hear presentation on proposed Fagan Canyon development

It looks like housing might finally find Fagan Canyon and at Monday’s City Council meeting a presentation on what future plans are for canyon development will be unveiled.

Ventura St.John Franklin of Thousand Oaks will do the presentation by Fagan Canyon Partners regarding their proposed development plans. In addition, Franklin will discuss upcoming public community meetings to address the proposed development.The approximately 2,200-acre Fagan Canyon hugs city limits to the northwest and in the city’s General Plan is targeted for 450 homes. When Measure I, which created an urban boundary for development, was approved by voters in 2000, Fagan Canyon was included within the CURB, skirting future voter approval. Although within the city’s sphere of influence, LAFCO approval for annexation would be required for development in Fagan Canyon.The Dickenson family of Santa Paula has owned much of the canyon for generations.
“We’ve been working on this for a couple of years,” said Franklin of the development proposal. “We’d first like to introduce it to the City Council and then discuss it more broadly and get down to specifics.”Monday will officially “Kickoff where we’re going, and we’re hoping that the community attends the meeting,” to learn more about the overall plan.“I’ve been chomping at the bit for months; everything has its appropriate time and this is the appropriate time,” Franklin said of Monday’s presentation. “We’re very excited. . .”In November, Santa Paula voters widely rejected the developer sponsored Measure F, which sought to place the 5,413-acre Adams Canyon and a 125-acre access corridor into the CURB, opening it to development of 2,250 homes, hotels, golf courses, schools and a 153,000 square foot shopping center.
