By Peggy KellySanta Paula TimesSanta Paula citizens with an interest in government will again be asked to serve on the Community Development Block Grant Advisory committee to help the City Council decided how to distribute hundreds of thousands of dollars in federal funding. This is the third year that a CDBG Advisory panel will be utilized.City Manager Wally Bobkiewicz noted that the first CDBG Advisory panel was formed in 2001, and the council has “approved an advisor committee every year thereafter.”The purpose of the committee is to review the city-submitted applications for CDBG funds and make their recommendations on funding grants.Bobkiewicz requested that the council again appoint one member each to the CDBG Advisory committee for the 2004-2005 year.
A hearing on the Community Development Block Grant applications will be held before the advisory committee on Feb. 11 and thereafter go to the City Council for final approval. The city receives dozens of CDBG applications each year. Total allocations are split with 15 percent of the federal Department of Housing and Urban Development grants given to social services and the balance to so-called brick and mortar projects. Economic development programs – such as the Women’s Economic Ventures’ program that trained area Spanish speaking women in creating and running a small business - also qualify in the latter category.Bobkiewicz also asked the City Council to create their own wish lists of projects so staff can prepare the required applications. The city receives an administrative fee, a set percentage of the total grant, for CDBG program oversight. For more information about the 2004-2005 Community Development Block Grant program, call City Hall at 525-4478.
