By Peggy KellySanta Paula TimesMonday’s City Council meeting will include a presentation by the new owners of the Glen Tavern Inn, the unveiling of the Senior Citizen Survey, an explanation of the proposed sales tax measure to improve county roads, a public hearing on Community Development Block Grant allotments, awarding the Skatepark contract and whether or not the council hang up on payphone installations until a policy for same can be crafted. The meeting will start at 6:30 p.m. at City Hall Council Chambers and be broadcast live on government access cable Channel 10.Tom and Rosanna Jennet will address the council on their plans for the historic Glen Tavern Inn, potentially a major stopping off place for tourists as well the community. The inn’s previous owners allowed the historic Glen Tavern to further deteriorate and, at one point, city code enforcement caused the inn to be evacuated for repairs impacting health and safety. In addition, the inn became a regular stop for Santa Paula Police in response to reports of drug dealing and disturbances. The council will also hear a report on proposed uses of the former fire station building on the corner of Santa Barbara and 8th streets.
The council will consider the prolific number of payphones now in the city.According to the city report by Public Works Director/City Engineer Cliff Finley, “outdoor pay telephones have been installed in public right-of-ways without the issuance of encroachment permits,” and many have become public nuisances now drawing complaints.Staff is requesting the 45-day moratorium on payphone installation for a survey of permitted and non-permitted phone locations, to notify utility companies and private parties of non-permitted payphones and to develop guidelines for permitting such installations.Prior to the regular meeting the council will interview Santa Paula Housing Authority tenant representative Helen Butler, who has reapplied for the seat and is the only applicant.Butler’s interview will be followed by a closed session that will tackle an array of city leases, including of The Mill and the Santa Paula Boys & Girls Clubhouse, and a conference with City Attorney Karl Berger on the bankruptcy of Santa Paula Memorial Hospital.
