CEDC: Planning charrette to focus on former Solo Cup property

Tonight is the night to see the plans for a new housing development that will transfer the former Solo Cup property into housing created through a community planning process.

By Peggy KellySanta Paula TimesTonight is the night to see the plans for a new housing development that will transfer the former Solo Cup property into housing created through a community planning process.The Post-Charrette workshop sponsored by developer Cabrillo Economic Development Corporation will be held at 6:30 p.m. at the Depot, according to Project Manager Bernardo Perez.The proposed Plaza Amistad housing development is slated for the south side of Santa Barbara Street just east of Dean Drive.Planning by the affordable housing developer has been ongoing since July for the 6.5-acre parcel.CEDC acts as its own general contractor and manages its developments; CEDC emphasizes “ownership and tenant control,” as a way to empower neighborhoods, according to Perez.
Perez noted that the CEDC mission is to develop the property “collaboratively” through “community-based planning” that included Santa Paulans interested in the development that will offer both ownership and rental housing opportunities for those meeting affordable income guidelines specific to Ventura County.Plaza Amistad will include parks and a mix of housing choices among the approximate 150 units and plans include visioning for enhancement of the nearby shopping area.“We hope it will be a showcase and a model for other Ventura County communities,” Perez noted at the July charrette.The site has constraints including limited ingress and egress as well as noise from the Weyerhaeuser plant immediately east of the proposed development.Steve Coyle, charrette director for the proposed Fagan Canyon project, has been working with CEDC on the mini-version of the new urban planning method.Perez said that the preferred development plan adopted by the community and neighborhood participants would be unveiled at the Sept. 8 meeting.
