By Peggy KellySanta Paula TimesThere will be at least two City Council meetings next week, maybe even a third if the council needs more time for deliberations on the proposed development in Fagan Canyon.Monday's regularly scheduled meeting will be the traditional changing of the guard when Mayor Mary Ann Krause steps down from her term as the council leader. The largely ceremonial position of Mayor rotates between council members each year.Although in years past there has been controversy over the top council spot, next in line and expected to be a shoo-in for council appointment is Vice Mayor Rick Cook. Cook has served as the City's Mayor in the past.Monday's meeting will be held at City Hall Council Chambers, 970 E. Ventura St., starting at 6:30 p.m. According to City Clerk Josie Herrera Monday's meeting will be light on business, with less than a half-dozen consent calendar items listed. Consent calendar items normally don't require council discussion.
Tuesday's meeting will start an hour earlier - 5:30 p.m. - at the Community Center, located at the corner of Main Street and Steckel Drive. The Tuesday session, like Monday's, will be broadcast live on Adelphia Cable Channel 10 and rebroadcast later. The council will consider the proposed Fagan Canyon development of 2,147 dwelling units, ranging from affordable to estate homes, two elementary schools, 60 acres of parks, 900 acres of open space, 25,000 square feet of retail space and a Future Farmers of America facility. Developer Centex Homes will also build and equip a new fire station and build a police station in the canyon if the project is approved.Krause, who oversaw the series of hearings on the proposed development to date, will chair Tuesday's hearing, which could resume Wednesday if the council does not reach a decision.Numerous public speakers, both pro and con the Fagan Canyon project, are expected at the hearing, including We CARE - which is expected to again circulate a general land-use petition as well as a new referendum on the council's development decision for voter consideration - and ONE Santa Paula, which supports the Fagan Canyon project.
