The Sespe Saloon, located in the 200 block of “A” Street, had been the focus of a joint investigation for more than three months, after complaints of underage drinking, narcotic sales and prostitution were received from members of the public. The arrests at the nondescript bar were made without incident on February 17. The VCSD Fillmore Station and the California Department of Alcoholic Beverage Control (ABC) staked out the Sespe Saloon and witnessed numerous alcohol and narcotics violations, including soliciting the purchase of alcoholic beverages by so-called “B girls.”
The owner of the Sespe Saloon, Elpidio Lomeli of Fillmore, was arrested for allowing the solicitation of alcoholic beverages, as were Cynthia Lemus and Jacqueline Nostroz, both residents of Santa Paula. Fillmore residents Martha Marin and Maria Montalvo were also arrested on charges of soliciting the sales of alcoholic beverages.Arturo Vargas of Fillmore was arrested for sales of a controlled substance, and Raul Guerrero, address unknown, was arrested for possession of a controlled substance for sale. Guerrero and Vargas were booked into Ventura County Jail.Lomeli, Lemus, Nostroz, Marin and Montalvo were cited and released. There was no information on whether or not the Sespe Saloon had been the focus of past law enforcement action, but Lomeli could face losing his liquor license under ABC guidelines governing the sale of alcoholic beverages.
