Temporary ban on R-4 development considered Monday

The City Council will play catch-up with several lingering agenda items when they meet Monday including miscellaneous fee increases for some city services and a moratorium on multi-family development on R4 zoned property.

By Peggy KellySanta Paula TimesThe City Council will play catch-up with several lingering agenda items when they meet Monday including miscellaneous fee increases for some city services and a moratorium on multi-family development on R4 zoned property.The meeting will open at 6 p.m. and then adjourn to a closed session reconvening at 6:30 p.m. when the session will be televised live on Time Warner Cable Channel 10. The meeting, which will be held at City Hall Council Chambers, 970 E. Ventura St., will be rebroadcast throughout the week according to schedule.The Council will salute retiring Ventura County Transportation Commission Executive Director Ginger Gherardi, a city resident, after they hear her presentation on the Santa Paula Branch Line Study.The upcoming Santa Paula Beautiful cleanup event, United Way, and the Depot and Mill restoration projects will also be the focus of presentations.Downtown Merchants Association representative Maria Bombara will also update the Council on plans for the Sept. 22 Hot Summer Jazz & Art event.
Street lights have become a concern since many of the 1920s era fixtures in historical residential districts no longer can be repaired due to a lack of parts and the Council will be asked to provide direction to staff on how to proceed including alternatives.The Social Services Funding program - which has been postponed several times - will be the focus of a procedure discussion...city residents are able to donate to the fund through monthly utility billing.Mobilehome park conversions will be the focus of an oral report by City Manager Wally Bobkiewicz and City Attorney Karl Berger who will outline recent legislative action on park conversions. The Council will be asked to provide direction on whether to draft an urgency ordinance to temporarily ban conversions while city policy is examined for compliance with new law.On the heels of a Council majority rejection of the proposed 150-unit Plaza Amistad development on the 6-plus-acre former Solo Cup property, the Council will address R-4 zoning regulations.The Council will be asked to consider ordering an urgency ordinance to temporarily prohibit developments on any R-4 zoned parcel pending regulation review and whether or not to direct staff to prepare a new ordinance to remove minimum development requirements and reduce density for same.
