The City Council will be meeting a day later than usual - due to the President’s Day holiday - to consider numerous agenda items that include possibly pulling financial support from the Heritage Valley Tourism Bureau, receiving an update on the Adams Preserve project, and a discussion on the newly created vacancy on the Planning Commission.

By Peggy KellySanta Paula TimesThe City Council will be meeting a day later than usual - due to the President’s Day holiday - to consider numerous agenda items that include possibly pulling financial support from the Heritage Valley Tourism Bureau, receiving an update on the Adams Preserve project, and a discussion on the newly created vacancy on the Planning Commission.The Council will meet at 5:30 p.m., then adjourn to a closed session to consider negotiations with city employee groups, including the Santa Paula Police Officers Association and the Ventura County Professional Firefighters Association representing full-time Santa Paula Fire Department firefighters. Closed session will also include updates on existing litigation, two lawsuits filed against the city by Cabrillo Economic Development Corporation related to the rejected Plaza Amistad project.The Council will meet in open session at 6:30 p.m., and the meeting will be televised live on Time Warner Channel 10 and replayed per schedule.
Presentations will include a Certificate of Appreciation to the Ventura County Hospital Nurse of the Year Bea A. Frias, who heads the Santa Paula Hospital nursing unit. Other presentations include Luis Tovar, who will update the Council on the Proposition 63 Mental Health Services Act, which focuses on prevention and early intervention; and Isbell Middle School students and their parents, who will address the annual Washington, D.C. trip.Public hearings will include a design review of landscaping and exterior of the under construction water recycling plant, the extension of Peck Road and Todd Lane, and the construction of a flood control masonry wall at the site. The Council will also consider the California model floodplain management ordinance, hear an update on street projects and pothole filling, and hear separate updates on the Adam Preserve and Santa Paula Creek projects, as well as the city’s efforts to attract Continental Wind Power to the city. The Council will also be asked to approve reorganizing the Building and Safety Department to merge with the Santa Paula Fire Department.Santa Clara Valley Bank might get a new customer if the Council approves the community bank to provide general banking services to the city. The Council, acting at Redevelopment Agency directors, will also be asked to repeal $25,000 of annual funding for the Heritage Valley Tourism Bureau and consider other options for supporting tourism in the area.The Council will receive a report on the Planning Commissioner vacancy - Jesse Ornelas, an employee of Cabrillo Economic Development Corporation was abruptly removed from his seat on February 2 - and, notes the agenda, “provide direction to staff and the Planning Commission as desirable.”
