Students were selected to attend the Policy Seminar based on their academic performances, active participation in the Upward Bound Program, and an essay about the importance of higher education. Santa Paula High School student Jessica Ralphs was one of the four Ventura County students selected to participate.According to Oscar Cobian, director of the Upward Bound Program, “This will be an excellent event for the participating students because it will expose them to legislative policy making and the opportunity to express their concerns about education.” Santa Paula High School Principal Gaitan congratulates Jessica for her academic performance.

The Upward Bound Program at California Lutheran University (CLU) has selected four high school students from Ventura County to participate in the Council for Opportunity in Education’s Policy Seminar in Washington, D.C. from March 10-14. Participants of the seminar will meet with congressional representatives to express their concern about the future funding of educational programs for high school students. Additionally, the students will have the opportunity to attend workshops related to legislative policymaking, and visit various colleges and national monuments
The Upward Bound Program at California Lutheran University (CLU) has selected four high school students from Ventura County to participate in the Council for Opportunity in Education’s Policy Seminar in Washington, D.C. from March 10-14. Participants of the seminar will meet with congressional representatives to express their concern about the future funding of educational programs for high school students. Additionally, the students will have the opportunity to attend workshops related to legislative policymaking, and visit various colleges and national monuments.Upward Bound is a federally funded educational program sponsored by CLU. The purpose of the Upward Bound Program is to prepare first-generation college bound high school students from low-income families for college. The services include a tutoring program, academic advisement, college tours, career counseling, a mentor program, weekend classes at CLU, parent workshops, and a five-week summer residential component.
