Luna allegedly helped eight illegal immigrants obtain driver’s licenses without administering proper driving tests. The search warrant was obtained as part of a multi-DMV office investigation involving several Los Angeles residents who allegedly arranged fraudulent licenses - which normally cost $12 - for the illegal immigrants for costs up to $1,800; California law requires all applicants to show proof of legal residence to obtain a driver’s license. A driving road test is required for the issuance of a license after the applicant passes a written test, which allegedly were taken by the illegal immigrants at various DMV offices throughout Southern California before they took the driving test at the Santa Paula DMV office for an additional cost. The transactions allegedly occurred between September 1999 and December 2000, according to the warrant.Luna is the wife of Santa Paula Mayor Ray Luna.
