Quietly and virtually undetected, the Blanchard Community Library has another measure on the election ballot of November 2, 2004. It’s called Measure “L” (for “Library”).

Quietly and virtually undetected, the Blanchard Community Library has another measure on the election ballot of November 2, 2004. It’s called Measure “L” (for “Library”).It’s that time again, to seek permission from the voters to be able to spend the money that is due to come to the Library from property taxes and the special assessment. This is that convoluted measure whereby the Library is NOT asking for more money, but rather the permission to spend money already being received.The Library, like other agencies (e.g. cities, school districts), is hampered by a State mandate. This mandate places a limit on the amount of revenue an agency like the Library can spend during a given year. With a special assessment in place and the potential advent of Fagan Canyon, Limoneira and Peck Road housing, the amount of property taxes generated in the next six years could be higher than this State limit would allow the Library to spend. The Library would like to pass this measure because it will temporarily increase the ceiling of this spending limit for a period of four years.
This is the same ballot measure the Library had four years ago, and four years before that. With passage of this measure in November, voters will not see this measure on the ballot again until 2008.
