Council approves application for special public container recycling effort

Something new is coming to Santa Paula’s parks after the City Council approved a rushed application for special beverage container recycling receptacles to promote turning in those bottles and cans. The council approved the application at the May 15th meeting. According to a report by Norm Wilkinson, public works director/city engineer, the California Container Recycling & Litter Reduction Act will supply annual grants determined on a per capita basis; Santa Paula would receive $7,921 for 1999-2000.“Time is short for the first year,” as any funds - which don’t require a city match - must be spent by June 30, Wilkinson noted.Staff proposes to purchase beverage container recycling receptacles that will accept bottles and cans. . .and keep scavengers out. The receptacles would be placed in city parks.Wilkinson noted that a similar proposal would be included in the proposed budget for next year when there will be time to decide how to spend the funds. “Future grants can be spent on more receptacles for parks, public places and streets,” and can also be spent on “litter pickups and servicing the receptacles.”
For the first year of so of the grant the money would be best spent on the capital needs of the program, he added.Statewide the grant is doing out $10.5 million to eligible cities and counties for container recycling and litter cleanup activities, according to the Department of Conservation’s Division of Recycling.Eligible activities mandated must meet one or more criteria, including a primary emphasis on the collection and recycling of containers at large venues, public ares, residential communities or schools; a primary emphasis on public education promoting beverage container recycling and/or litter prevention; or a primary emphasis on litter prevention and/or abatement in public places including community cleanup projects or other related activities involving the recycling of beverage containers.
