Ventura parolee considered armed and dangerous arrested in Santa Paula

A Ventura parolee considered armed and dangerous and wanted by that city’s police department was arrested Wednesday afternoon in Santa Paula with the help of local officers. 


According to Santa Paula Police Sergeant Ryan Smith, “We worked with the Ventura Police Department Special Enforcement Team to locate a parolee that had absconded and is considered armed and dangerous.” Although a resident of Ventura, information was developed that 31-year-old Juan Carlos Piceno was in Santa Paula, leading to the two agencies joining up for the enforcement effort. 

When Piceno was located March 17 at about 1:40 p.m. in the area of Palm Avenue and West Harvard Boulevard and was confronted by police, “He failed to comply with officers’ orders,” and Smith said Piceno was subdued by the use of a Taser. Piceno, who was not injured, was arrested without further incident when, said Smith, “Ventura Police took custody of him and then transported him back to Ventura.”
