Council reviews expenditures of state police grant funds

COPS, the Citizens Option for Public Safety grant, continues to fund numerous programs, the City Council learned at the Sept. 16th meeting where they received a report on the spending of the latest $100,000 grant.

By Peggy KellySanta Paula TimesCOPS, the Citizens Option for Public Safety grant, continues to fund numerous programs, the City Council learned at the Sept. 16th meeting where they received a report on the spending of the latest $100,000 grant.The COPS grant has been around since 1996 when the City Council first approved local participation.The first year of the COPS funding, Santa Paula received $62,091, and $60,950 in FY 1997-98, an amount that stayed steady until FY 2000-2001 when the grant jumped to $100,000. Starting with the second year the city started to receive the funds a balance has been carried over from year to year, in FY 1998-99 hitting $105,986.State law requires that COPS funds be accounted for on an annual basis, and according to a report by SPPD Chief Bob Gonzales the 2001-2002 allotment went mostly to an interim police officer and the Las Piedras Park Community Policing program.Total expenditures for the Community Policing Building were $11,219 as of June 30th, out of the total grant allotment of $17,173. The funds were spent on office and other supplies as well as utilities and maintenance and helped carry the cost of support staff.
The interim police officer position - this year was the first that COPS funds were used for an officer - has cost the fund $39,217 so far this year and includes the uniform allowance.There was no expenditure for ergonomic workstations, and no activity for Citizens Patrol, with both funds having a zero balance.The SPPD has been using a part-time transcriber funded by COPS money, and the cost for the transcriber was booked at $11,408 through June 30th.Fire arms training is also ongoing, and out of the $45,075 allotment for the fiscal year, $20,075 has been spent.Police equipment not included in the General Fund police budget continues to be purchased with the COPS grant, and so far $26,912 has been spent, leaving a zero balance in the category.The state allows .5 percent of COPS funds to be spent on administration overhead, and $500 will be transferred to the General Fund, according to the report.
